The bug
When Nether chunks generate, the structure information includes starts and references to "stronghold" structures. These are Overworld structures, not Nether structures so these entries should not exist in Nether chunks.
How to reproduce
Generate some Nether or End chunks.
Use an NBT viewer such as NBTExplorer to examine these chunks.
In the chunk, the Level > Structures > Starts includes an entry for "stronghold". This should not exist because this is an Overworld structure, not a Nether or End structure.

This is not a duplicate because this ticket discusses structure References (affecting only Strongholds), and the other ticket discusses structure Starts (affecting all structures). These are separate arrays in the NBT and the reported behaviour is materially different.
It is more accurate to link the defects as related defects that must be considered separately. The other ticket was closed as "Works as Intended". Are Stronghold Starts supposed to generate in all dimensions but not Starts for any other structure?
