Honey block affects players in whirlpool bubble columns

 If I touch a honey block while i'm in a whirlpool bubble column, the honey makes me fall slower than expected.
This doesn't happen with an upward bubble column.

What I expected to happen was...:
When I touch a block of honey in a bubble column, I will either go up or down normally or be slowed down in both cases.

What actually happened was...:
Instead, the honey slowed me down in a whirlpool bubble column, but not in an upward bubble column.

 Steps to Reproduce:

 1. Go to an ocean

 2. At the bottom of the ocean, place a Magma Block and Soul Sand

 3. Next to these blocks, create a column of Honey Blocks for both

 4. Test the two bubble columns while you touch the Honey Blocks
