Enchanting tables are only giving less than level 9 enchantments, and randomizes levels every time I use it. I put 15 bookshelves around it, no difference. I copied the world into creative and they worked fine. Rolling the enchantments over also has no difference. Making another enchanting table, no difference. Mining and replacing, no difference.

Can you post an image of your arrangement? You must make sure that there are no other objects between the bookshelves and the table. That includes grass, flowers, carpet etc.
