Nether particles get stuck on the bottom of blocks

When the player is at a very low altitude in the nether, possibly underground, the blue nether particles present in the Warped Forest biome appear to try to fly to surface level but get stuck on the bottoms of blocks, similar to the appearance of water droplets in the overworld.

Repro:

1. In the nether, locate and tp to warped forest biome.

2. Spectate down to y = ~8 or 9

3. Switch back to creative and and dig out a hole

4. Observe as the blue particles stop for a while at the ceiling.
