if a fox attacks an entity with an impaling trident while its raining, the impaling wont take effect

1 - Give a fox an impaling 5 trident
2 - Spawn a rabbit with health boost 2 and heal it fully
3 - Set weather to rain
4 - Watch the results - If impaling is affecting it, the rabbit will die in one hit

The bug tracker doesn't take combat-related issues here. The change you mentioned was in this reddit post, which it one of the trident parity changes clearly says:
Tridents with Impaler now deal enchantment damage to all mobs that are in water or rain
The impaling enchantment will only work to aquatic mobs. Mobs that are not cosidered as an aquatic mob are not affected by the impaling enchantment.
