Fences connect to glass blocks

When placing glass blocks next to fences or fences next to glass blocks the fences connect to the glass blocks as if they were solid blocks and not transparent blocks.

What I expected to happen was...:
The glass blocks and fence blocks would not connect due to glass blocks being fully transparent.

What actually happened was...:

The fences connected to the glass blocks despite transparency values.

Steps to Reproduce:
1. Place glass block
2. Place fence block next to glass block
3. ...
