3 Villagers in panic wont spawn iron golem

For villagers to spawn an iron golem they need to have slept and worked recently. Also, use the /data get tab(to their entity ID) Brain   and see if the coordinates of their beds and workstations are correct. 

Also, it seems they can't spawn iron golems when the player is in creative mode. 

We do not have enough information to find the cause of this issue.
