Villagers Won't Breed or Spawn Iron Golems Anymore

I have been playing Minecraft 1.14 for a while now and I have realized something. They won't breed or spawn iron golems! This is a huge problem for me because as villagers die in my village, they are not getting replaced, and I play in my survival no-cheating world. I have tried everything. I traded with all of my villagers to the point where they were ranked "Master". No matter what, they won't breed. When I played Minecraft 1.14 pre-release, everything was fine. But as soon as the official update came around, they completely stopped. During the pre-release, the villagers bred like mad to the point where there was almost 1 for every house I built. I counted, and they built about 16 iron golems. Now, I don't even have enough villagers to fill my job posts (about 6, before I had around 20-30). The iron golems are slowly dying out and now I only have around 5. Oh, another thing to keep in mind is that I build new houses every day, each with two beds. The villagers still won't breed. To sum it up, I have tried trading with my villagers to make them "willing", I have tried building more houses, many villagers have died, but the villagers still won't breed. I'm at a loss.
