[MC-142236] Lingering Potion doesn't have sounds

Lingering potion clouds are completely silent

I made a post about this on feedback.minecraft but apparently this is a bug, the moderator told me to post it here instead

I said it in the bug report. I posted this on the official minecraft feedback site, but the mod said I should report it as a bug instead, and deleted the post.
