[MC-140946] Witch new texture (cap) goes through witch's hat

The bug

The witch got their texture updated (this might not even be intended), but the cap is too high. It goes through the witch's hat, as seen in the screenshot attached.

Fixed in 19w02a. The cap has beenremoved as told in the report, "(this might not even be intended)". Which is was, this wasn't intended as told by Jappa on twitter:

The cowl on the witch is not intended. The cowl was always in the texture map but it just wasn't rendered. Due to the new villager model system now it does.
