Input seeds do not work

When putting in a seed to generate a custom world, instead of the world generating with the seed, I got a random seed instead of the seed I put in manually

What did you put in and what did you get instead? Does this happen every time?

Two times I put in "000000..." ("..." meaning just a lot more 0's) just for curiosity purposes, and both times it came up with random seeds
