gamemode change cant use impulse commandblock

When trying to run the below command it simply out right refuses to work, by simplifying it to simply use @a or @p and nothing after in a standard command block, it will work.

gamemode survival @a[x=-2,y=40,z=1,distance=1,scores={RulesAgreed=1},team=NoPvP]
gamemode survival @a[x=-2,y=40,z=1,distance=1,scores={RulesAgreed=1},team=NoPvP]

distance=1 is an exact distance of 1 block from the specified coordinates, no more, no less; I don’t think this is what you want, do you? distance=..1 in 1.13 is the same as r=1 in 1.12 and below.
