Block state suggester does not include '=' for first key

The bug

The first key in the block state suggestion list does not include the equals sign '=', where all following keys do. This is inconsistent with the entity selector list which suggests '=' for the first key as well as all following keys.

Please only report one bug per ticket. The second bug is MC-124974 - I'll remove that now. Please split up the remaining two bugs into two separate tickets. What you describe in your comment is MC-125170.
