1. Make a customized superflat world. Presets:
3;minecraft:bedrock,minecraft:water;24;oceanmonument,biome_1
2. Find a ocean monument. If you are lucky, you may spawn near one. If not, use /locate oceanmonument and teleport to it(Y=3).
