Spectators can sometimes not teleport to some players

Sometimes spectators are unable to spectate some players through the spectator menu.
This is most likely related to MC-92916 but this seems to occur more often.

Is this still an issue in the most recent versions (currently that is 1.12.2, or the latest 1.13 development snapshot 18w07c) of Minecraft?

I don't think so, no. It was very rare but I haven't been able to reproduce it in a while.
