[MC-117157] Haste II does not insta-mine when shift-holding on ladder

I have an Efficiency V pickaxe and a Haste II beacon. And for sure I'm in range.

I just discovered that if I mine stone while shift-holding on a ladder, the haste effect is not applied. It seems to mine at about the normal Efficiency V speed, I think. Regardless, it's far from instamine.

Then if I go ahead and mine a few blocks into a wall at the level I'm holding and walk into that space, the instamine returns.

I tried google searching this and came up empty. Could I get a little more info in case maybe we want to update the wiki? What is the exact condition that cancels the insta-mine effect in this case?

Per the wiki § Usage (emphasis mine):

Holding the sneak key while climbing a ladder will grab hold of the ladder, to prevent you from falling off. When the player is holding on to a ladder, the rate which blocks are mined decreases.

It's not so much that it cancels the insta-mine as that it makes you slow enough that you can't insta-mine it. You might still be able to insta-mine a few blocks (eg, maybe dirt), but most of them that are just barely on the edge (needing haste) you can't.
