[MC-11040] with haste 4, mining a netherrack block with a diamond picaxe crashes the game

with haste 4, mining a netherrack block with a diamond picaxe crashes the game

What I expected to happen was...: i realy dunno what to type in these things, i just written the bug that's all..

Steps to Reproduce:
1. go to survival mode
2. type /effect @p 3 100 4 (haste 4)
3. get a diamond picaxe and mine netherrack ( mine a lot of netherrack )

It's not Haste 4, but Haste 5.
In the command /effect, the last number is the amplifier. If it is 1, the potion effect is of level 2.
So /effect @p 3 100 4 is not Haste 4 but Haste 5.

Anyway, not able to reproduce.
(Sorry for bad English.)

EDIT: Can you attach a crash report so the Mods can see what is wrong?
