There's just no way to add texture packs (easily) to the server. I found myself copying the contents of the folder, which didn't work at all. Just make it so you can drop a .mcpack into the resource_pack folder.

You can apply texture packs to servers but it requires you to spend some time in the BDS files, unfortunately the bug tracker isn't the place for technical support (we're all volunteers here and don't have the resources to provide it). Its very possible you would be able to get support from one of our amazing community members at the links below.
