Hiding particles with /effect no longer works properly

Lag spikes when going to a new chunk on the positive X or Z axis.

Idk if this if a glitch or a bug but earlier today I owned the Final Fantasy XV skin pack and when I just hopped on it shows I have to pay for it again. Any help please figure out why this is?
